The annual adoption of a one-year comprehensive development plan

Covering the entire city, this annual update is mandated by the City's Charter. Future zoning decisions in the city are required to conform to the community's comprehensive development plans.

Every parcel of land in Knoxville has been assigned a OYP land-use classification. Each classification contains an acceptable range of zones.

Knoxville-Knox County Planning Commission and the City Council use the OYP to evaluate individual rezoning requests.
