Naming Private Rights-of-way

A private right-of-way (ROW) is a privately-owned access strip that is separate from the lots it serves.

Private ROWs can serve an unlimited number of property owners but are not maintained by city, county, state or federal government. They were previously identified as joint permanent easement (JPE) by the Knoxville-Knox County subdivision Regulations.

They are required to be named when...

  • They serve six or more lots, regardless of whether the lots have buildings on them
  • They serve six or more houses or structures

Not required, but...

  • Property owners have the option to name a private ROW during the platting process
  • This may eliminate the need for future address changes if a large property is subdivided in the future
